It’s frustrating to see our city overrun by pickpockets, especially in crowded places like the metro. But the blame doesn’t lie only with the police—it’s a failing State that refuses to protect its citizens.
With the Cartabia reform, which came into effect on December 30, 2022, and was designed to speed up criminal proceedings, prosecution is now only possible upon complaint for certain offenses, including non-aggravated pickpocketing. This makes it harder for the police to take immediate action. In other words, pickpocketing is no longer prosecuted automatically. This means that even if the police witness a theft, they can’t intervene without a formal complaint. As a result, thieves continue to steal without consequences because:
⚠️ Many tourists and commuters don’t realize they’ve been robbed or don’t report it.
⚠️ Even when caught, pickpockets are quickly released and go right back to stealing.
⚠️ Law enforcement is powerless, blocked by absurd laws.
Who’s protecting us? No one. Meanwhile, both locals and visitors to Rome suffer the consequences of these reckless policies. We need to talk about this and demand real change.

Here are five tips to help you stay safe from pickpocketing:
1. Use Secure Bags: Opt for bags with zippers and inner compartments, and always keep them zipped and close to your body. Crossbody bags are more secure than backpacks or shoulder bags, as they are harder for pickpockets to access without you noticing.
2. Be Aware of Your Surroundings Stay vigilant, especially in crowded places like public transportation, tourist spots, and busy streets. Be cautious of distractions or individuals getting too close to you.
3. Distribute Your Valuables: Don’t keep all your money, credit cards, and identification in one place. Use a money belt or hidden pouch for important items, and carry some cash in a less accessible location.
4. Stay Alert to Common Scams: Be aware of common pickpocketing tactics, such as fake fights, spills, or someone asking for help. These distractions are often used to divert your attention while an accomplice targets your pockets.
5. Keep a Hand on Your Belongings: When in crowded areas, keep a hand on your bag or pocket where you store valuables. If you feel someone trying to reach into your pocket or bag, you’ll be able to react quickly. By following these tips, you can significantly reduce the risk of becoming a victim of pickpocketing.
